The reason why you can't create characters (or indeed login with free trial) is because there's a priority system going on, attempting to keep the queues low and server loads even. My reasoning is that since this is an MMO and the thing about MMOs is talking and communicating, i don't see the big issue if people just talk and have fun every once in a while.
